Abstract

This study examines collaborative action in the utilization of the Next Generation Social Welfare Information System (SIKS-NG) for poverty alleviation in Makassar City. The study focuses on how various stakeholders collaborate in managing the Integrated Social Welfare Data (DTKS) through the implementation of SIKS-NG. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observation, and documentation. The research was conducted in Tallo District and Pulau Lakkang Sub-district, involving informants from the Social Affairs Office, district and sub-district governments, SIKS-NG operators, social facilitators, neighborhood leaders, and community members. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while data validity was ensured through source, technique, and time triangulation. The findings reveal that collaborative action in the utilization of SIKS-NG is reflected through three main dimensions: principled engagement, shared motivation, and capacity for joint action. Principled engagement is demonstrated through coordination and joint verification among stakeholders in the process of poverty data collection and validation. Shared motivation is reflected in the common commitment to improving the accuracy of poverty data and ensuring more targeted social assistance distribution. Meanwhile, capacity for joint action is supported by institutional cooperation, human resources, and digital technology, although challenges remain in terms of technical capacity, internet connectivity, and public understanding of the system. The study also finds that SIKS-NG contributes to more structured, transparent, and accountable poverty data management, thereby supporting the accuracy of social assistance targeting. This study concludes that the successful implementation of SIKS-NG depends not only on digital technology but also on effective collaboration among stakeholders. The findings strengthen collaborative action theory by demonstrating that digital governance initiatives require stakeholder engagement, shared commitment, and collective capacity to achieve policy objectives. Therefore, strengthening institutional coordination, improving operator capacity, and expanding digital infrastructure are essential for enhancing poverty data governance and poverty alleviation efforts in Makassar City.
