Abstract

Di tengah perkembangan teknologi dan informasi, diperlukan pemerintah yang responsif untuk membangun kepercayaan publik. Transparansi dan partisipasi masyarakat merupakan pilar utama tata kelola pemerintahan yang baik (*good governance*), dan integrasi teknologi dalam pelayanan publik di Indonesia sangat penting untuk meningkatkan akuntabilitas. Aplikasi Neni Si Linca yang dikembangkan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Sulawesi Selatan merupakan sebuah inovasi digital yang bertujuan untuk meningkatkan pelayanan publik. Penelitian ini menggunakan pendekatan kualitatif untuk memahami fenomena yang terjadi di kantor DPMPTSP Provinsi Sulawesi Selatan selama periode Agustus 2024 hingga Februari 2025. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Penelitian ini akan mengidentifikasi faktor-faktor yang mempengaruhi efektivitas aplikasi Neni Si Linca dalam mencapai tujuannya, serta mengkaji dampaknya terhadap kepercayaan masyarakat terhadap kinerja birokrasi. Hasil penelitian akan dibahas dalam konteks teori dan literatur yang ditelaah, serta memberikan rekomendasi strategis bagi pemerintah daerah dalam mengoptimalkan pemanfaatan teknologi untuk mewujudkan tata kelola pemerintahan yang lebih responsif, efisien, dan partisipatif. Penelitian ini diharapkan dapat berkontribusi pada pemahaman mengenai peran teknologi dalam meningkatkan transparansi dan partisipasi masyarakat dalam tata kelola pemerintahan, sekaligus memberikan rekomendasi praktis bagi pemerintah daerah dalam mengoptimalkan pemanfaatan teknologi untuk mewujudkan tata kelola pemerintahan yang lebih baik.
