This study is a type of quantitative study. Information was gathered through watching, questionnaires, and school records. All 39 teachers at Watubangga State High School 1 participated in this study, and everyone was included in the sample. The data were examined using basic statistics and a simple linear regression test with SPSS version 25 to see the links and effects between the principal’s leadership (X) and teacher performance (Y). The results of this study, based on hypothesis testing, show that the principal’s leadership greatly affects how well teachers perform. This was shown using the F test, where the calculated F value of 36.422 was higher than the F table value of 4.10 with a significant of 0.000 &lt; 0.05. The t-test also indicated that the calculated t-value of 6.12 was greater than the t-table value of 1.665, This implies that principal leadership has a partial impact on teacher performance. According to the coefficient of determination (R Square) of 0.582, principal leadership has an impact on 58.2% of teacher performance, and the remaining 41.8% is influenced by other factors not discussed in this study research.</em></p> Neli Pramawati Arafat Ahmad Farouq Mulku Zahari Copyright (c) 2026 Perkembangan Kajian Sosial 2026-05-09 2026-05-09 3 1 1 6 10.69616/perkasa.v3i1.289 Public Service Innovation through SIMRS at Daya Regional Public Hospital, Makassar https://ejurnal.teraskampus.id/index.php/perkasa/article/view/584 <p><em>This study aims to analyze public service innovation through the Hospital Management Information System (HMIS) at Daya Regional Public Hospital, Makassar. The research focuses on examining how information technology-based innovation is implemented in hospital services and identifying the benefits and challenges of HMIS implementation in supporting healthcare services. This study employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and documentation involving hospital management staff, healthcare workers, and service users at Daya Regional Public Hospital, Makassar. Data analysis was conducted using the interactive analysis model of Miles, Huberman, and Saldaña, which includes data condensation, data display, and conclusion drawing. The study used Everett Rogers’ Diffusion of Innovation theory as the analytical framework, focusing on five dimensions: relative advantage, compatibility, complexity, trialability, and observability. The findings indicate that the implementation of HMIS has contributed to improving administrative efficiency, accelerating patient data management, strengthening coordination among hospital units, and creating more organized and integrated healthcare services. The use of digital registration systems, electronic medical records, and integrated service management has improved the effectiveness of public healthcare services. However, the study also found several challenges, including unstable internet networks, limited technological infrastructure, and uneven integration across several service units. Using a descriptive qualitative approach that incorporates participant observation, in-depth interviews, and documentary studies, the study examines how regulatory pressures, imitation of institutional practices, and professional demands shape academic administrative policies and practices amid digital disruption. The results indicate the dominance of coercive isomorphism, which drives the adoption of SOPs and formal digital systems, accompanied by mimetic isomorphism that results in the partial adoption of modern practices, and normative isomorphism that is just beginning to form but is not yet supported by a strong human resource capacity and evaluation mechanisms. The findings reveal a gap between formal digital design and daily operational practices, such as reliance on physical documents, manual flows, and limited digital literacy/infrastructure, resulting in transformation tending to be procedural or symbolic. Recommended strategies include simplifying and integrating SOPs into centralized digital systems, strengthening human resource training and performance indicators, and a selective and contextual mimetic adaptation approach to ensure substantive and sustainable change.</em></p> Muhammad Iqbal Nursifa Masrin Gafar Henra Rasa Putra Eka De Patmonsela Liow Copyright (c) 2026 Perkembangan Kajian Sosial 2026-06-11 2026-06-11 3 1 19 30 10.69616/perkasa.v3i1.581 Complete Systematic Land Registration (PTSL) Services at The National Land Agency Office Gowa Regency https://ejurnal.teraskampus.id/index.php/perkasa/article/view/299 <p><em>This study aims to determine how the Complete Systematic Land Registration (PTSL) service is carried out at the National Land Agency (BPN) Office in Gowa Regency, South Sulawesi Province, Indonesia. This study used a qualitative, descriptive approach. Data were collected through observation, in-depth interviews, and documentation studies. The research subjects consisted of BPN Gowa Regency officials directly involved in PTSL services as well as community service recipients. The data analysis techniques used in this study were data condensation, data presentation, conclusion drawing, and verification. The results showed that the PTSL service at the BPN Gowa Regency Office has been running well by applying the principles of convenience, efficiency, effectiveness, accuracy, user-orientedness, and legal compliance. The program's success is supported by a one-stop service system, the use of technology, and collaboration between the BPN, local governments, and the community. Although still facing administrative and technical obstacles, the PTSL service has been able to increase community participation, accelerate land certification, and provide legal certainty regarding land ownership rights. These findings indicate that PTSL services in Gowa Regency have met the SERVQUAL (service quality) dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy, and reflect the principles of good governance in the implementation of public services. This study uses a qualitative descriptive method. Informants were selected purposively, namely the head of the Health Center, general practitioners, nurses, administrative officers, as well as patients</em><em>. The types and sources of data used are primary data, collected directly through observation, interviews, and documentation, as well as secondary data, which includes relevant previous documents and research. Data analysis was carried out using the interactive model. The results of the study show that tangible aspects of public poly services still require an increase in adequate physical facilities, such as the addition of waiting chairs. Reliability is hampered by the limited number of employees and the presence of healthcare providers who arrive late, which leads to long queues of patients. Responsiveness has not been maximized because the number of doctors and nurses is limited and the picket or guard system is still in place. Assurance is also not evenly distributed because health programs have not been able to reach all levels of society, so many do not know about the health programs carried out by the Health Center. Empathy has not been implemented properly, and the provision of attention and convenience in serving the needs of the community has not been fully based on the needs of patients.
