The Bua Village Government in Tellulimpoe District, Sinjai Regency, has a strategic role in providing direct services to the community. However, it still faces several challenges, including limited facilities and infrastructure, unstable internet access, electricity disruptions, and unequal capacity among village officials in using information technology. This study aims to analyze the optimization of public services provided by the Bua Village Government in improving community services and to identify the supporting and inhibiting factors. This research used a descriptive qualitative approach. Data were collected through interviews, observation, and documentation involving the village head, village secretary, village officials, members of the Village Consultative Body, and community service users. Data analysis used the Miles, Huberman, and Saldaña interactive model, consisting of data condensation, data display, and conclusion drawing and verification. The results show that public services in Bua Village have been implemented fairly well. Service effectiveness is reflected in the ability of village officials to complete services according to community needs. Service efficiency is shown through task distribution among officials and relatively fast service processes. Service productivity is reflected in the ability of officials to complete various administrative services despite limited resources. However, service delivery has not been fully optimized due to limited facilities, unstable internet access, electricity disruptions, and unequal digital skills among officials. The study focuses on how various stakeholders collaborate in managing the Integrated Social Welfare Data (DTKS) through the implementation of SIKS-NG. A descriptive qualitative approach was employed, with data collected through in-depth interviews, observation, and documentation. The research was conducted in Tallo District and Pulau Lakkang Sub-district, involving informants from the Social Affairs Office, district and sub-district governments, SIKS-NG operators, social facilitators, neighborhood leaders, and community members. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, while data validity was ensured through source, technique, and time triangulation. The findings reveal that collaborative action in the utilization of SIKS-NG is reflected through three main dimensions: principled engagement, shared motivation, and capacity for joint action. Principled engagement is demonstrated through coordination and joint verification among stakeholders in the process of poverty data collection and validation. Shared motivation is reflected in the common commitment to improving the accuracy of poverty data and ensuring more targeted social assistance distribution. Meanwhile, capacity for joint action is supported by institutional cooperation, human resources, and digital technology, although challenges remain in terms of technical capacity, internet connectivity, and public understanding of the system. The study also finds that SIKS-NG contributes to more structured, transparent, and accountable poverty data management, thereby supporting the accuracy of social assistance targeting. This study concludes that the successful implementation of SIKS-NG depends not only on digital technology but also on effective collaboration among stakeholders. The findings strengthen collaborative action theory by demonstrating that digital governance initiatives require stakeholder engagement, shared commitment, and collective capacity to achieve policy objectives. Universitas Jenderal Achmad Yani Cimahi has a distinctive approach to character education through Keachmadyanian values, which are rooted in the exemplary character of General Achmad Yani. This study aims to analyze the strategy for implementing character education at Universitas Jenderal Achmad Yani Cimahi in developing excellent human resources. This research employed a descriptive qualitative approach, with data collected through semi-structured interviews, participatory observation, documentation, and literature study. The research informants consisted of three lecturers who teach national and university compulsory courses and five students of Universitas Jenderal Achmad Yani Cimahi. The data were analyzed through the stages of data collection, data reduction, data display, and conclusion drawing. The results of the study show that the implementation of character education at Universitas Jenderal Achmad Yani Cimahi is carried out integratively through academic and non-academic activities. Character values are instilled through courses such as Pancasila Education, Civic Education, Keachmadyanian Education, and Basic Leadership and Discipline Training (LDKK). In addition, value habituation through student organizations, lecturer role modeling, and academic culture also strengthens the development of students’ character, making them disciplined, responsible, courteous, nationalistic, integrity-driven, and socially empathetic. However, the character evaluation system remains an aspect that needs to be strengthened because the existing assessment tends to focus on academic aspects and has not fully measured value internalization in the affective domain and students’ real behavior. This study aims to analyze the factors causing conflict between the community and the village government in Terong Tawah Village, Labuapi District, West Lombok Regency, the social impacts of the conflict, and possible conflict resolution strategies. This research used a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation. The research informants included villagers and youth figures who were familiar with the conflict. Data were analyzed using the Miles, Huberman, and Saldaña model through data condensation, data display, and conclusion drawing and verification. The findings show that the conflict was triggered by low transparency in village fund management, weak accountability of the village government, limited community involvement, suboptimal infrastructure development, and waste management problems. The conflict affected public trust, triggered community protests, weakened social relations, and disrupted the village development process. This study concludes that conflict resolution should be carried out by strengthening public information transparency, optimizing Village Deliberation forums, establishing a mediation team, conducting regular evaluation and audits, and increasing community participation. This study aims to identify and analyze the determinant factors of MSME business success in the Batu City Square area, East Java. This research employed a qualitative method with a descriptive approach. The informants were selected using purposive sampling and consisted of three MSME owners operating different types of businesses, namely rolled egg snacks, seafood, and fresh flowers. Data were collected through semi-structured interviews and documentation, then analyzed through data reduction, data presentation, and conclusion drawing. The findings show that MSME success in the Batu City Square area is determined by five main indicators: an increase in the number of customers, rising consumer demand, labor management, profit growth, and business development potential. Batu City Square as a tourism area provides opportunities for MSME owners to attract customers, but it also creates challenges due to fluctuating demand. The findings indicate that MSME owners need to adapt to market dynamics, innovate their products, manage labor efficiently, strengthen financial record-keeping, and develop their businesses gradually. Dependence on food supplies from outside the region, increasing household food expenditure, and ecological degradation highlight the need for more sustainable urban food production systems. Green economy-based urban agriculture offers a potential approach by integrating resource efficiency, organic waste management, and community empowerment in high-density residential areas such as apartment housing. This review aims to formulate a conceptual model for integrating urban agriculture and green economy principles through a circular economy approach. The study employs a qualitative literature review of recent academic studies and relevant policy documents. The findings indicate that, based on previous studies, urban agriculture has the potential to be implemented in apartment housing through a modular vertical bioclimatic skin concept. This conceptual model may improve energy efficiency, reduce water consumption in certain controlled systems, and support carbon-emission reduction through closed-loop organic waste management. In addition, the model has the potential to strengthen household food resilience, create green economic opportunities, and enhance social cohesion through community-based governance and government support for green investment policies. A descriptive qualitative approach with a single case study design was employed. A total of 19 informants participated, comprising 12 village officials as primary informants and 7 community figures and service recipients as additional informants, selected through purposive sampling. Data were collected through in-depth interviews, observation, and documentation study, then analyzed using the Miles and Huberman interactive model. The findings reveal that the performance effectiveness of Telle Village officials is generally good, reflected in accurate administrative service quality with a document error rate of only 0.7%, consistent work discipline with an average attendance rate of 91% per month, adaptive and citizen-oriented task implementation, and high accountability in managing village administration and finances. This effectiveness is supported by strong organizational commitment, participatory leadership of the village head, harmonious working relationships, and local wisdom values. Remaining challenges include insufficient personnel, inadequate information technology infrastructure, and competency gaps among officials. The rapid development of digital technology has encouraged public sector institutions to adopt technology-based governance systems to improve the effectiveness, transparency, and accountability of public services, including traffic law enforcement. ETLE was introduced as a digital innovation in traffic law enforcement aimed at increasing supervision efficiency, minimizing direct interaction between officers and violators, and strengthening accountability in public services. However, the implementation of ETLE in Makassar City still faces various challenges, particularly related to resource capacity. This research aims to analyze how resource capacity influences the implementation of ETLE and its impact on digital governance in the public sector. The study employed a descriptive qualitative approach. Data were collected through observations, interviews, and documentation involving police officers and ETLE operators at the Makassar Metropolitan Police Office (Polrestabes Makassar). The analysis focused on the resource dimension of George C. Edward III’s policy implementation theory, which includes human resources, budgetary support, facilities, and technological infrastructure. The findings reveal that the implementation of ETLE in Makassar City has not yet been fully optimized. In terms of human resources, the quality of personnel has improved through technical training, yet the number of operators remains insufficient compared to the operational complexity of the system. Budgetary support is also limited because ETLE implementation still depends on inter-agency funding coordination. Furthermore, although ETLE has been supported by technological infrastructure such as CCTV and Automatic Number Plate Recognition (ANPR), the system still experiences technical disruptions and weak inter-agency integration. The study concludes that the success of digital policy implementation is not solely determined by technological availability, but also by the readiness of organizational resource capacity. This study analyzes the technical efficiency of health budget utilization in 35 regencies/municipalities in Central Java Province during the 2019–2021 period. The study employed an input-oriented CCR model of Data Envelopment Analysis (DEA). The input variables consisted of health budget realization, the number of doctors, and the number of healthcare facilities, while the output variables included life expectancy, maternal mortality rate, and infant mortality rate. Since maternal and infant mortality rates are undesirable outputs, both indicators were transformed using reciprocal values to conform to the DEA output orientation. The data were obtained from local government financial reports, the Central Java Provincial Health Profile, and publications of Statistics Indonesia (BPS). The findings show that the average technical efficiency scores were 0.904 in 2019, 0.914 in 2020, and 0.903 in 2021. Fourteen regions consistently achieved full efficiency throughout the study period, while others experienced fluctuating or declining efficiency scores. These results indicate that health budget efficiency is not solely determined by the size of budget allocation, but also by governance quality, resource management, and regional capacity in transforming inputs into health outcomes.
