This study analyzes the technical efficiency of health budget utilization in 35 regencies/municipalities in Central Java Province during the 2019–2021 period. The study employed an input-oriented CCR model of Data Envelopment Analysis (DEA). The input variables consisted of health budget realization, the number of doctors, and the number of healthcare facilities, while the output variables included life expectancy, maternal mortality rate, and infant mortality rate. Since maternal and infant mortality rates are undesirable outputs, both indicators were transformed using reciprocal values to conform to the DEA output orientation. The data were obtained from local government financial reports, the Central Java Provincial Health Profile, and publications of Statistics Indonesia (BPS). The findings show that the average technical efficiency scores were 0.904 in 2019, 0.914 in 2020, and 0.903 in 2021. Fourteen regions consistently achieved full efficiency throughout the study period, while others experienced fluctuating or declining efficiency scores. These results indicate that health budget efficiency is not solely determined by the size of budget allocation, but also by governance quality, resource management, and regional capacity in transforming inputs into health outcomes. The rapid development of digital technology has encouraged public sector institutions to adopt technology-based governance systems to improve the effectiveness, transparency, and accountability of public services, including traffic law enforcement. ETLE was introduced as a digital innovation in traffic law enforcement aimed at increasing supervision efficiency, minimizing direct interaction between officers and violators, and strengthening accountability in public services. However, the implementation of ETLE in Makassar City still faces various challenges, particularly related to resource capacity. This research aims to analyze how resource capacity influences the implementation of ETLE and its impact on digital governance in the public sector. The study employed a descriptive qualitative approach. Data were collected through observations, interviews, and documentation involving police officers and ETLE operators at the Makassar Metropolitan Police Office (Polrestabes Makassar). The analysis focused on the resource dimension of George C. Edward III’s policy implementation theory, which includes human resources, budgetary support, facilities, and technological infrastructure. The findings reveal that the implementation of ETLE in Makassar City has not yet been fully optimized. In terms of human resources, the quality of personnel has improved through technical training, yet the number of operators remains insufficient compared to the operational complexity of the system. Budgetary support is also limited because ETLE implementation still depends on inter-agency funding coordination. Furthermore, although ETLE has been supported by technological infrastructure such as CCTV and Automatic Number Plate Recognition (ANPR), the system still experiences technical disruptions and weak inter-agency integration. The study concludes that the success of digital policy implementation is not solely determined by technological availability, but also by the readiness of organizational resource capacity. A descriptive qualitative approach with a single case study design was employed. A total of 19 informants participated, comprising 12 village officials as primary informants and 7 community figures and service recipients as additional informants, selected through purposive sampling. Data were collected through in-depth interviews, observation, and documentation study, then analyzed using the Miles and Huberman interactive model. The findings reveal that the performance effectiveness of Telle Village officials is generally good, reflected in accurate administrative service quality with a document error rate of only 0.7%, consistent work discipline with an average attendance rate of 91% per month, adaptive and citizen-oriented task implementation, and high accountability in managing village administration and finances. This effectiveness is supported by strong organizational commitment, participatory leadership of the village head, harmonious working relationships, and local wisdom values. Remaining challenges include insufficient personnel, inadequate information technology infrastructure, and competency gaps among officials.
